Livestock value chain<\/b><\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li>Assess the challenges and opportunities in the livestock value chain and develop livestock supply chain models.<\/li>\n<li>Develop agro-business development plans tailored to the specific characteristics of aimags and soums with the participation of local government representatives, herder groups, and cooperatives, and create export-oriented agro-business models.<\/li>\n<li>Enhance access to international markets and improve competitiveness by implementing robust animal product traceability, certification, and branding strategies.<\/li>\n<li>Implement economic incentive mechanisms to reduce the seasonal dependence of livestock raw material supply, stabilize price fluctuations, and support the sustainability of the livestock value chain.<\/li>\n<li>Implement a business incubation program for agricultural SMEs and cooperatives, and collaborate with commercial banks and the GIRAF fund to increase access to financing.<\/li>\n<li>Develop a low-carbon, climate-resilient, and efficient livestock value chain by increasing access to financing.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong><b>Rangeland Management<\/b><\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li>Develop a pasture land monitoring system focused on key indicators and strengthen ALMGAC\/NAMEM capacity.<\/li>\n<li>Strengthen soum pasture management through the establishment of pasture user groups, rangeland use agreements, and participatory management plans registered in the land database.<\/li>\n<li>Educate herders and cooperatives on low-carbon pasture management and provide related legal and technical support.<\/li>\n<li>Utilize monitoring methodologies to assess soil carbon stocks and reduce pasture impacts for improved sustainable management.<\/li>\n<li>Incentivize herders to match livestock numbers with carrying capacity, improving quality and productivity.<\/li>\n<li>Develop and implement community-based small investment projects to enhance herder resilience and livelihoods.<\/li>\n<li>Develop a pasture carbon\/methane MRV system, support carbon credit trading, and provide related training.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Animal Health<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li>Organize short-term refresher training for veterinarians and livestock professionals to equip them with strategies and methods for preventing, reducing the spread of, and combating highly contagious animal diseases.<\/li>\n<li>Train community-based animal health workers as instructors to disseminate information about animal diseases to herders and implement preventive measures.<\/li>\n<li>Support herders with high-quality breeding males and females to improve livestock productivity and increase herder incomes.<\/li>\n<li>Support the increase and improvement of access to necessary equipment and services for artificial insemination in soum breeding units.<\/li>\n<li>Establish a disease-free establishments, livestock slaughtering and processing factors, and veterinary laboratories in aimag and soum centers.<\/li>\n<li>Provide technical upgrades to the animal registration, tracking, and certification database to support increased meat exports.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Irrigated Forage Production<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li>Establish drought-resistant irrigated lands, optimize forage cultivation, and enhance crop yields based on local soil assessments.<\/li>\n<li>Provide training and disseminate best practices on irrigation, sustainable water management, and forage cultivation to herders and cooperatives.<\/li>\n<li>Develop ecosystem-based project for high mountain water conservation and efficient use.<\/li>\n<li>Integrate high mountain water and soil management strategies with soum irrigated pasture management to ensure sustainable livestock and forage production and prevent soil degradation.<\/li>\n<li>Develop and rehabilitate irrigation systems, including primary works, to cultivate forage crops on 1,400
