To achieve this, the following three activities will be implemented:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Improving the infrastructure and services of the regional center to be resilient to climate change and low-carbon:<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Comprehensive improvement of the urban infrastructure to be resilient to climate change and low-carbon. This includes increasing the water supply capacity by 400 cubic meters per hour (m\u00b3\/hr); building two reservoirs with a capacity of 2000 cubic meters (m\u00b3); installing 12 kilometers (km) of water pipelines; improving the wastewater treatment facility and increasing the capacity for low-carbon treatment technology to 10,200 m\u00b3\/day; expanding the sewage pipeline by 21.1 km; increasing the pump capacity to 650 m\u00b3\/hr; extending the city&#8217;s heating network by 9.2 km; building 7 heating substations with a capacity of up to 5 GJ; increasing the capacity of the electricity substation and expanding the electricity lines by 68.0 km; extending the fiber-optic network in the city center by 15.5 km; expanding the road network by 9.1 km; expanding the stormwater drainage system by 14.0 km; expanding the flood protection system by 15.4 km; and performing the initial cleanup of the waste disposal site covering 484 hectares (ha).<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Renovating 5.4 km of roads in the ger district, along with public utility networks; constructing 420 affordable, well-insulated, low-carbon apartments; a 5.9 ha public area; 1.1 ha of public service buildings; and installing 400 low-carbon streetlights.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Developing the infrastructure and services of an agricultural park for investment in a climate-resilient livestock production value chain:<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Constructing 2.0 km of roads, installing 7.1 km of water pipelines, increasing the wastewater treatment capacity with low-carbon technology by 750 m\u00b3\/hr, installing 5.1 km of sewage pipelines, building two heating stations and one heating substation, each with a capacity of 1-2 GJ\/hr, expanding the heating network by 4.1 km, increasing the capacity of the electricity substation and extending the electricity lines by 2.5 km, extending the fiber-optic network by 12.9 km, and constructing three business incubator centers and training centers.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Installing 4,670 m\u00b2 of solar panels with a total capacity of 1.35 megawatts (MW).<\/b><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">Improving the infrastructure and services of the Soum center to be low-carbon and resilient to climate change. The activities to be implemented are detailed as follows:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Comprehensive improvement of the urban infrastructure to be resilient to climate change and low-carbon.<\/b><span style=\"font-weight: 400;\"> This includes:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Increasing the water supply capacity by 50 m\u00b3\/hour and installing 5.4 km of water pipelines;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Upgrading the wastewater treatment plant and increasing the low-carbon treatment capacity to 200 m\u00b3\/hour;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Expanding the sewage pipeline by 3.3 km;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Extending the heating network by 0.8 km (Deluun Sum);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Upgrading the electricity substation and increasing its capacity, while extending the electricity lines by 20 km;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Expanding the inter-village fiber optic cable network by 158 km;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Conducting the initial cleanup of the waste disposal site, covering 100 hectares.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Developing the infrastructure and services of an agricultural park for investment in a low-carbon livestock production value chain:<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Installing 1.1 km of water pipelines;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Increasing the wastewater treatment capacity with low-carbon technology by 100 m\u00b3\/hour;<\/span><\/li>\n<li style=\"font-weight: 400;\" the heating network by 1.1 km;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Constructing two energy-efficient, low-carbon heating stations, each with a capacity of 3 GJ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Upgrading the electricity substation and increasing its capacity by adding 1.3 km of electricity lines;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Expanding the fiber optic network by 5.0 km;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Constructing two business incubator centers and two training centers.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Expanding socio-economic services in the district center:<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Renovating two dormitories with a capacity of 450 beds;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Constructing two community centers;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Building two sports complexes;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Renovating existing facilities.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Constructing a 35.4 km road connecting Omnogovi and Tarialan villages.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Installing 1,740 m\u00b2 of solar panels with a total capacity of 0.51 megawatts (MW).<\/b><\/li>\n<\/ol>\n<p><b>Establishing a Land Relations, Information, and Research Complex Center:<\/b><span style=\"font-weight: 400;\"> The activities to be implemented in detail include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Improving the technical and software systems of the information center (including adjusting the parameters of the \u201cCentury model\u201d);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Properly managing land planning, urban management, information technology systems, and databases;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Constructing a remote sensing laboratory with satellite data receivers, and an accredited laboratory for soil analysis (Research and Development Center);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Organizing public consultation and information centers.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In this framework, the Asian Development Bank will finance the infrastructure of the agricultural industrial park, affordable housing, business incubator centers, communication and public facilities, heating systems, inter-village roads, energy supply, waste management, and urban roads. The European Investment Bank (EIB) loan and the European Union&#8217;s Asia Investment Fund\u2019s non-repayable grant will be used for the redevelopment of the ger district streets, water supply, and sewage infrastructure, flood protection, and stormwater drainage systems. The European Union&#8217;s non-repayable grant will also be allocated for the land relations, information, and research complex center.
